[Whiteout Survival] Activate Automatic Rally

the automatic-rally timer is 8 hours. the action now, checks if it is active and if it is not, activates it. it would be much more useful to activate it regardless of its state. this would allow it to be active 24 hours a day by setting skip 7 hours
