[Mafia City] Add speedup when healing

Add the possibility to speedup the healing in Hospitals. This ways if farm gets hit is won’t take long time before it can go iut gathering again.

    We have added the use of Healing Speedups and it's available under the Heal Function. 

    Be sure to follow your specific game update post so you get an email notification when we make changes!
