Hello, this action includes3 discrete types of actions together: gather resources, marching to infecteds, and rallying fiends. Each of these 3 things are not alike and would not have the same level. A bot would be expected to farm level 6-8 tiles, and perhaps rally level 3+ fiends. A bot would not normally march on infected, but in the circumstances where it would (e.g., Hunting the Hunter and similar events), it would march on level 15+. This action would be better separated into 3: Gather, Infected, and Rally. The reason I recommend 3 discrete actions here is each could benefit from a different timeout action.
